The CASI project has published 7th EU-level policy brief focused on the subject of energy poverty.
The economic crisis has left deep marks at European markets without bypassing the energy sector. Job instability lead towards lower incomes or unemployment. The crisis has also impacted energy prices, which have been increasing through history although the price of oil is currently low. Due to difficulties in accessing finance, investments into energy efficiency, in particular in buildings, have not been of top priority. All the above noted factors are contributors (and) or drivers of the energy poverty. This European Union level policy brief argues for common guidelines on both energy poverty and vulnerable consumers. Public consultations as well as awareness raising actions and campaigns are also proposed to be taken in order to educate households on energy savings and resource efficiency. Energy efficiency measures should specifically target social housing where the occupants have low incomes. Endorsement of grant and voucher schemes at national and regional would contribute in this respect.
