Open Charge Points

Estonteco is a public limited company created in March 2011. Specialised in electric mobility and electrical engineering, it provides several services such as consultancy services on management or contract negotiation and sales. Its flagship product is the Open Charge Points, a station that enable electric cars to recharge their batteries. Each station offers a “standard” or “fast” programme and most importantly, these Open Charge Points are available to electric car owners that do not have a subscription to the service or come from abroad.
Estonteco has developed a Chargepoint Interactive Management System (CiMS)that allows the user to locate the charging station closest available in real time on a smartphone. Once in the terminal, it enables identification via a smart card or through mobile phone. It can then connect the vehicle and recharge. Once this is done, a receipt is sent directly to the user on his smartphone.

Start Date: 2011 End Date: Ongoing

SI Type

  • Service / Process
  • Organisational / Business model - The innovation created on the basis of a new business model of providing the start of the pan-European coverage of charging points.
  • Social (incl. behavioural) - The innovation satisfies social need in the infrastructure for electric vehicles. It also enables owners of electric vehicles to be more mobile.

SI Objectives

  • To create a pan-European network of open charging points
  • To support further development of electric car industry
  • To make owners of electric vehicles more mobile
  • To promote electric mobility in Luxembourg

SI Origin

Estonteco works in partnership with Electris, Logica, Mennekes et Efacec. It has been partnering with Electris since before its official creation, as in December 2010, when they jointly submitted an offer to the Luxembourgish government for the creation of a national infrastructure to promote electric mobility in Luxembourg. In 2011, a feasibility study reunited again Estonteco, Electris and the government.

SI Factors of success

  • Technological - Each station offers a “standard” or “fast” programme of charging. All electric vehicle owners can view any Open Charge Point and its actual current status (available or occupied) on the Internet. Charging points have secure connection through the CiMS.
  • Environmental - The Open Charge Points can contribute to the reduction of fuel consumption, global warming and CO2 emissions but also to its monitoring.
  • Political - Each station offers a “standard” or “fast” programme of charging. All electric vehicle owners can view any Open Charge Point and its actual current status (available or occupied) on the Internet. Charging points have secure connection through the CiMS.
  • Social - The development of the Open Charge Points is based on the observation that there was no pan-European network coverage of charging points that would enable electric vehicle drivers to be more mobile.
